She was charged with two counts of second-degree failure to appear related to an incident on July 10, in which she and another woman were doing drugs on the railroad tracks near Pearl Street.
Last August, she was seen by an officer walking down Pearl Street with eight outstanding warrants.
In September 2011, she was found on Green Street taking off her clothes in public in only underwear and a bra, according to a police report.
According to the Connecticut Judicial website, Larkin has dozens of convictions from 2006 to the present for narcotics-related crimes, shoplifting, prostitution, larceny and failure to appear and has served many months in jail.
