PD: Man Exposed Himself to Passersby in Middletown Staples Parking Lot

A 55-year-old city man, whom a witness said was performing a lewd act in his car parked in a Washington Street plaza parking lot, was arrested for refusing to comply with police.

The following information was provided by the Middletown Police public information officer. An arrest does not constitute a conviction and all defendants are innocent until proven guilty in a court of law.

A 55-year-old city man, whom a witness said was performing a lewd act in his car parked in a Washington Street plaza parking lot, was arrested for refusing to comply with police.

On April 5 at 12:05 p.m., police were called to the 900 Washington Street parking lot about a man, William A. Anderson, 55, of Church Street, exposing himself to citizens, the report says. 

Middletown Police dispatch told police a witness had seen Anderson in the passenger seat of his car with his legs stretched out on the dashboard, "positive he was masturbating," based on his actions, the report says.

He was found inside his car, police say, partially covered under a blanket with his hands concealed during warm temperatures.

The report says Anderson told the officer to "go away" angrily, refused to leave the car or offer an explanation; adding he refused to identify himself and a police canine had to be called to encourage him to comply.

The whole time, the report says, Anderson wouldn't allow police to explain why they were there. Inside the car there was a bottle with urine but Anderson refused he had used it to relieve himself. 

He was charged with interfering with an officer. Police were unable to charge him with any other infractions because, the report says, the complaint was anonymous.
