PD: Routine MV Check Reveals Unregistered Sex Offender

Middletown Police say a 31-year-old Rose Circle man driving on Prospect Street with an outstanding warrant led officers to additionally charge the car's owner for a lapse in insurance coverage.

VIOLATION OF PROBATION, SECOND-DEGREE FAILURE TO APPEAR — On April 18 at 1:45 a.m. Anthony Ray, 45, of Saybrook Road was served with an arrest warrant at his apartment. At the door, the report says, his girlfriend said Ray was in the bedroom. He was found to have an outstanding State Police warrant from Troop F, Westbrook.

INSURANCE COVERAGE FAILS MINIMUM — On April 13, Angel D. Santiago, 31, of Rose Circle was driving a Nissan Pathfinder on Prospect Street and was found by police to have an active warrant from East Hartford for failure to register as a sex offender. The owner of the car, Star J. Bennett, 34, of Rose Circle, came to the scene, the report says, and insisted she has insurance. Officers called her insurance company and discovered she had collision but not liability insurance, which is required by law. Bennett was arrested for the above and Santiago for operation of a motor vehicle while license and registration are suspended.
