A 34-year-old Hartford man is charged with assault after Middletown Police say he attacked a female victim in a city parking lot.

On Nov. 14 at 12:46 a.m., Vashon Wallace of Huntington Street, Hartford, tackled a female victim in Melilli Plaza while she was walking to her car, and, the report says, stayed on top of her while she yelled for help.

Wallace was stopped by the victim's boyfriend, an off-duty Torrington Police officer, who was helping another friend to his/her car. Wallace, the report says, was uncooperative with officers, lying on the ground and refusing to remove his hands from underneath his chest.
