PD: Man Without License, Registration Says Cops 'Stole' it Last Time He Was Stopped

Middletown Police say a 20-year-old city man swore at officers and insulted passersby after being charged with speeding. He did a very similar thing in August.

 

On Sept. 22 at 6:25 p.m., Salvatore S. Rizzo, 20, of Millbrook Road was driving a Honda Civic on Chauncey Road at 40mph in a 25mph zone. Rizzo said he believed an officer had "stolen" his insurance card and registration the last time he was stopped and that he was being [racial slur] by police, the report says, was spitting and swearing. He then started to make racist and offensive remarks toward passersby.

Rizzo was charged with failure to return license, failure to carry proof of insurance, operation of motor vehicle when registration is suspended and traveling unreasonably fast.

In August, he was arrested for failure to drive right and driving under the influence after driving a Honda Civic erratically on Union Street with a flat tire. He then made a dangerous left turn from the right-turn-only lane and drove the wrong way on one-way Crescent Street, the report indicates.

Rizzo got out of the car, reportedly yelling, "do you know who the [expletive] I am? I'm Salvatore [expletive] Rizzo. I'm a [expletive] Rizzo! Middletown Police are a bunch of racist [expletive]s!"

His blood-alcohol levels were .2011 and .1944, the report says.

Connecticut Judicial records indicate Rizzo has pending court cases from March 31 for improper turning, possession less than a half-ounce cannabis and posession of drug paraphernalia; and from March 7, possession less than a half-ounce cannabis. He has entered not-guilty pleas for all charges.
