Middlesex Hospital Doctor Charged With 25 Additional Counts of Sex Assault

A Glastonbury doctor already facing charges of sexual assault against three of his patients now faces 25 additional counts from 11 other alleged victims, court officials said.

Dr. Tory Westbrook, 43, of Clinton, appeared in Middlesex Superior Court in Middletown on Monday to answer to 24 charges of fourth-degree sexual assault and one count of second-degree sexual assault, stemming from 11 separate arrest warrants. He was also charged with one count of illegally prescribing a narcotics substance.

Westbrook, who turned himself in to the on Sunday, remains free on a total $1.1 million bond, as well as $450,000 bond stemming from charges levied against him .

The warrants in the cases remain sealed to the public until Aug. 14. The state’s attorney, however, said his office would not proceed to re-seal the warrants once the two-week grace period is up, meaning the allegations spelled out in the charges will be available to the public.

The purpose of Monday’s hearing was so Westbrook could be arraigned on the additional charges. Judge Susan Handy also issued protective orders against Westbrook, barring him contact with each of the 11 alleged victims in the case. Westbrook has yet to plead to any of the counts.

After the proceedings finished, Westbrook left the courthouse without making any comments to a group of reporters gathered outside. The only times he spoke in court was when he answered “yes” to questions regarding the charges being brought against him in the case.

More charges are expected in the case, court officials said.

Westbrook's lawyer, Norm Pattis, said in court that additional warrants have already been filed by police, and bond amounts are being determined.

Pattis asked Judge Handy for a motion to argue the bond amounts on the grounds of the 8th Amendment, although the judge denied the request, mentioning that she was not aware of a case in which an attorney argues a bond before it’s been filed.

Westbrook did his residency at , where he is a member of the medical staff. He has also served as medical director of in Middletown.

“The bonds in the case are approaching the ridiculousness level,” Pattis told reporters outside the courthouse. “It’s $1.55 (million) total bonds at this point. It’s going be $100,000 per additional charges. That will soon eclipse what many people who are charged with murder are accused of.”

During a court appearance earlier this month, Pattis reportedly asked that the initial three warrants be un-sealed in the case. According to NBCConnecticut, Pattis said “people are led to believe (the warrants) are more than they are,” with regard to the case.

Westbrook is due back in Middlesex Superior Court’s Part A division on Aug. 28.

Westbrook is a well-known doctor in Connecticut, having served on multiple boards and in advisory positions for school districts in East Haddam and East Hampton.
